Services

Euréval offers assistance to administrations for ex-ante evaluations prior to key decisions, such as the creation or renewal of a policy or service.

This assistance is intended to answer questions such as : Should something be done? If so, which area is a priority?

The mission concerns either a policy (e.g. economic development of a territory; meeting a social need; addressing an environmental problem) or a public service (e.g. public transport; domestic waste management).

Options for a strategic auditing mission:

Strategic auditing missions may comprise all or some of the following options. A strategic audit may also be included in an evaluation.

  • Diagnostic of needs
    • Leading reflection with the administrative services concerned and their outside partners
    • Leading work sessions and focus groups with the concerned groups (e.g. economic actors; social leaders)
    • Performing surveys on the concerned groups

    • Synthesis of experts’ knowledge and identification of key levers for action
    • Building scenarios
    • Grading the issues involved

France - Conseil régional de Haute Normandie : Study of the strategic and operational positionning of a bi regional association in charge of attracting foreign investments. Normandy Development is a biregional association (Higher & Lower Normandy) which aims at fostering the reception of foreign investors in the region.
Our company has been commissioned at a moment when the State had decided to progressively stop funding the association. Our study was aimed at defining new essential assignments for such an organisation, and the means on which it should rely (budget, human resources & organisation, potential new status).
The study was here to support a future decision by the elected members of the Regional Council.
Starting with a recension of the two regions’ needs in the international attractivity field, this study proposed an evaluation of ND and its outputs, and a comparative study with similar organisations in other French and European regions. Euréval then proposed strategical positioning scenarii to help prepare the evolution of the association.
Among those scenarii, a preferential scenario was chosen and operationalised.

France - Cergy Municipality : leadership of think tank with the Mission Vie des Quartiers.
Leadership of a think tank with the Mission Vie des Quartiers (a cross-sectional service dealing with municipal actions from the territorial viewpoint of the four districts composing the Commune) aimed at a strategic and operational diagnosis of the first two years of existence and an adjustment of the action.

World Bank : evaluation of the Economic Research Forum.
This mission, financed by the World Bank, consisted in reviewing the activities of the Economic Research Forum. This Cairo-based organisation promotes research in economics in the Middle East and North Africa. The twofold objective of the mission was to analyse the organisation’s performance and to introduce strategic changes.
