Euréval performs evaluations on the strategy and management of any public organisation, foundation or NGO.

Our intervention enables the organisation to re-examine its basic missions, to align its management on the achievement of expected results, and to account for the results obtained.

If necessary, we use the services of outside experts on financial issues.

The mission

Each evaluation is unique and requires the construction of an appropriate method. Our missions generally consist of four steps :

• Definition of the strategy
  In cooperation with senior officials in the organisation, we clearly define the rationale of the organisation, the main features of its development and its strategic goals.
  At this stage we make a point of taking into account the views of the management but also of the staff and of outside partners. As far as possible we involve the evaluation committee or any other group formed for that purpose..

• Internal analysis
  On the basis of the information available within the organisation, as well as individual or group interviews, we identify key functions and describe their functioning.
  This step is different from a management audit in so far as we do not directly judge the organisation’s management procedures. Our approach is more a quality assessment in that management is examined in relation to results perceived by clients and partners.

• External evaluation
  We draw on surveys on clients and/or external partners to evaluate the organisation’s results, as well as their relevance and efficiency.
  This step is similar to the policy and programme evaluation.

• Proposals
  After consulting our interlocutors, we propose scenarios for the evolution of management structures and tools, in keeping with the organisation’s basic missions and the expectations of its clients and partners.
  As far as possible, we perform one or more benchmarking exercises with similar organisations.
