Euréval provides assistance to public organisations that wish to set up or improve their own evaluation system.
The aim is to enhance the overall quality of evaluation reports, to guarantee the relevance of the evaluation topics chosen, and to ensure that conclusions and recommendations are taken into account and used by decision-makers.

Cette étude visait à identifier dans quel contexte l’analyse coût-efficacité s’avère pertinente en évaluation de programme et politique et à repérer les types d’évaluations (ou plutôt de questions évaluatives) qui ne peuvent être traitées par cet outil.
Luxembourg - The European Court of Auditors : Expert contribution to the audit of the evaluation policy framework of the E.C.
This expert report was prepared by J.Toulemonde as a contribution to an audit of the evaluation policy framework of the Commission. The report covers all EC policies and all categories of evaluative activities including impact assessment. The main issues addressed are: (1) use of evaluation by activity managers, (2) use of evaluation for setting of policy priorities, (3) use of evaluation for accountability and feeding democratic debates, and (4) use of evaluation for a result oriented budgeting process in connection with the Activity Based Management system (ABM).
France - Région Limousin : five-year review of evaluations in the region
This review, undertaken in 2001, covered eleven evaluations in the region by regional and national authorities.
The mission included assessments of the quality of reports and evaluation processes, as well as an in-depth analysis of the utility of four evaluations. This utility proved to be excellent in two of the cases studied and this success is partly owing to the quality of the system established by the Region. Our conclusions and recommendations helped to consolidate and improve the system. They were validated by a monitoring committee and presented to the President of the Region at the group’s last meeting. Several changes were immediately decided on.
